MCC PLANS AHEAD PART 2: Strategy Refresh with the Institute for Solidarity in Asia

On March 16 and 17, 2023, MCC leaders vetted with the Institute for Solidarity in Asia (ISA) the position map, roadmaps, and scorecards produced during the 3-week long institutional planning last January of this year. The transition to a community college framework necessitated the refresh of the institution's strategies for the next five years. The vetting is part of MCC’s conversion from a balanced scorecard to a performance governance system – a framework for governance reform in the Philippine public sector institutions. It is the framework that raises the bar of public service.

The two-day sessions were led by ISA Executive Director Chris Zaens, MCC President Michelle Aguilar-Ong, and the other members of the Executive Committee. The Core Roadmap Owners and Support Roadmap Owners, composed of the middle managers of MCC, participated in the vetting.

The comprehensive discussion on its strategic map and change agenda reflected the 5-year positioning of MCC. The objectives, key result areas and deliverables were refined to be strategic. Governance scorecards were revised by fully consolidating both performance indicators and their corresponding targets to meet the strategic objectives.

Shortly before the sessions ended, the leaders of MCC, with the assistance of ISA, unanimously resolved the institution’s new mission and vision to reflect the principles of MCC as an institution and as a community college.

ISA Executive Director Zaens commended the feasibility and high potential of the vetting session outputs. He remarked that ISA will proudly show MCC’s strategic maps to other public institutions.

MCC President Ong seated throughout the vetting, carefully and critically examining all presentations and outputs. At the end of the sessions, she congratulated all the participants and proudly expressed that the direction of cultivating a culture of care in MCC is now translated into mapped-out strategies.

MCC is now ready for cascading, which will happen in May of this year.
