Mr. Eldy Owen T. Layno is a licensed Professional Teacher. At present, he is finishing his Doctorate degree having 36 units on-going under the program of Doctor of Education Major in Industrial Education Management.
In 2021, he finished his Master's degree, Master of Arts in Education Major in Technology and Livelihood Education at Tarlac State University and a graduate of Bachelor of Science in Industrial Education Major in Industrial Arts in 2014 in the same university.
He started as a full-time faculty at Mabalacat City College under the Institute of Teacher Education handling major courses in BTVTEd program. He became the head of Center for Character Development Office in the year 2020-2021 and served as the program head for BTVTEd and BSEd Science from february 2023-June 2023.
He was awarded as one of the Outstanding TLE and TVL Educators in Leadership Management by Philippine Organization for TLE and TVL Educators in December 17, 2023 during the 2nd POTTE Gawad Parangal sa Natatanging Guro 2023. Currently, he is a full-time faculty in the Institute of Teacher Education under the BTVTEd program.
