EmurgenTrack: A Web and Mobile-Based Community Emergency System for the CDRRMO of Mabalacat City

Abstract
This study presents EmurgenTrack, a web and mobile-based emergency reporting and response system developed for the City Disaster Risk Reduction and Management Office (CDRRMO) of Mabalacat City. The system addresses challenges caused by manual documentation and fragmented reporting channels by providing a centralized platform for incident reporting, real-time coordination, and information dissemination. Developed using the Modified Waterfall Model and implemented with React, React Native, Firebase, and Google Maps, the system underwent alpha and beta testing with residents, responders, and IT experts. Evaluation based on ISO 25010 standards yielded high ratings in functionality, usability, security, performance, and overall user experience, demonstrating EmurgenTrack’s effectiveness in improving emergency response efficiency and community preparedness in Mabalacat City.
