Abstract
MaCisanmetungCa is a web-based candidate management system developed to address the inefficiencies and limitations of the traditional student council candidacy and election process at Mabalacat City College. The former process relied heavily on manual submissions, paper-based documents, and in-person verification, which often led to delays, inconsistent candidate screening, human errors, and limited accessibility for both students and election officers. These challenges highlighted the need for a more efficient, transparent, and technology-driven solution. The primary objective of the study was to design and implement a centralized digital platform that streamlines the entire candidacy and election workflow. Through MaCisanmetungCa, student candidates can conveniently submit their applications online, upload required documents, schedule screening appointments, and receive real-time updates regarding their application status. Election administrators are provided with tools to review and verify candidate requirements, manage election activities, and oversee the voting process, ensuring accuracy and consistency in election management. The system was developed using modern web technologies and cloud-based services, including Firebase Authentication and Firebase Realtime Database, to ensure secure user authentication, data protection, and role-based access for administrators, candidates, and voters. The development process followed the Software Development Life Cycle (SDLC), specifically the Modified Waterfall Model, which enabled a structured and systematic approach while allowing necessary revisions and improvements throughout development. To assess the quality and effectiveness of the system, MaCisanmetungCa was evaluated using the ISO 25010 software quality standards, focusing on functional suitability, performance efficiency, interaction capability, reliability, and security. Results from user testing demonstrated that the system significantly reduced manual workload, minimized errors in document verification, and enhanced accessibility and transparency across the candidacy and election processes. Overall, MaCisanmetungCa shows strong potential to modernize student elections at Mabalacat City College by providing an organized, secure, and user-friendly digital solution. The system supports fair, efficient, and accountable student governance and contributes to a more transparent and technology-driven academic environment that benefits student leaders, election officers, and the broader academic community.
