Moral Matrix: A Role-Based System for Violation and Sanction Tracking for the Center for Character Development Unit of Mabalacat City College

Abstract
Moral Matrix addresses the limitations of paper-based student violation documentation in the Center for Character Development Unit (CCDU) of Mabalacat City College, which is prone to errors, falsification, and slow record retrieval. The project developed a QR code–enabled, web-based, role-based platform for students, faculty, security personnel, CCDU staff, administrators, and validators, with permissions for recording, validating, monitoring, and reporting disciplinary cases. The system was built using a modified Waterfall model with PHP, HTML, CSS, JavaScript, and MySQL, and includes QR-based identity verification, community service tracking, GMRC request processing, automated notifications, and summary reporting compliant with the Data Privacy Act of 2012. System quality was evaluated through alpha testing with three IT experts and beta testing with purposively selected end-users from all roles using an ISO/IEC 25010–based questionnaire. Alpha testing produced an overall mean score of 4.97, while beta testing yielded 4.59, both interpreted as Excellent in functional suitability, performance efficiency, interaction capability, and security. These findings indicate that Moral Matrix is an effective and acceptable solution for automating violation and sanction tracking, improving transparency and accountability, and supporting institutional initiatives aligned with quality education, innovation, strong institutions, and partnerships.
