The administrator can access all the modules of the project; hence the meter reader can update the water consumption of a household. Whereas the client can view their water bill, payment transaction history, billing records and pay their bill, online. This research talks about the major findings of the challenges of the manually operated water billing management and payment system and suggests a possible solution that will help solve the challenges that are currently faced. The alpha and beta testing went successfully; no errors were found, and the system was still functioning properly. To comprehend the purpose and nature of the investigation, the researchers employed the Iterative Project Model-Design to design the system. The developed system met all the necessities composed within the targets objectives and scope of this study. From gathering the necessary data of the water district, the software and hardware requirements to the development and the results are ready to be used. Future studies may broaden the payment transaction and integrate Gcash API, and add other features such as smart water meters.
