Nurturing Excellence and Sustaining Transformation Through Quality Assurance

"Quality Assurance is not an expense but an investment and it means that no one is above the rules", said Dr. Raymundo P. Arcega, Executive Director and President of Association of Local Colleges and Universities Commission on Accreditation and Chairman of the National Network of Quality Assurance Agencies during his talk "Nurturing Excellence and Sustaining Transformation through Quality Assurance" held last June 14, 2021, at Mabalacat City College Cultural Hall.

Dr. Arcega, together with Dr. Michelle Aguilar-Ong, College President, Atty. Charmaine Lansangan-Venturina, Executive Vice President, Dr. Myrna C. Calma, Vice President for Academic Affairs, Ms. Happy S. Pelayo, Vice President for Administration, Mr. Raymond John D. Vergara, Vice President for External Affairs, Dr. Melanie Viloria-Briones, Vice President for Research and Extension Services and other Department Heads were delighted with the menu inspired by Kapampangan Cuisine that included Carabaos Milk (Tibok Tibok), Sisig Matua and Adobong Kamaru (crickets sauteed in vinegar and garlic), Asado Matua Manuk (braised chicken in tomato puree sauce), Fried Hito with Tagilo, Mustasa, Okra, and Ampalaya (catfish with a side of fermented rice with a side of fresh vegetables), for the Main Dishes, Turon with Ripe Mango, for the Dessert, Pako with Tinapa for the Salad and Fresh Melon Juice for the Drink, prepared and served by Harold Van Aquino, Joven Ocampo, and Jan Michael Sanchez, Chef Instructors of MCC. “The foods served were tastier than Hilton’s”, Dr. Arcega added.

Afterward, Dr. Arcega enlightened the institution with the core principles of Quality Assurance to ensure Quality Education. He mentioned that Mabalacat City College should break the walls, bridge the gaps and align the Personal Vision to the Vision of the Institution. It was highlighted that the community of MCC should consider the poorest of the poor among Mabalacaqueños’ needs such as the skills to make them competent in the job market, values formation, and personality development.

Furthermore, Course Intended Learning Outcome (CILO), in line with the definition of Association of Local Colleges and Universities Commission on Accreditation (ALCUCOA) Accreditation Principles, were also discussed to emphasize the key reasons to sustain transformation which included being a Vision-Oriented, Outcome-Based, Student-Centered, Industry Driven, Stakeholders Involvement, Value-Added institution.

Likewise, Dr. Arcega pointed out that the Benefits of Accreditation is only achieved if an institution has revisited its Key Results such as Governance and Administration, Faculty and Students Development, Curriculum and Instruction, Laboratories and Physical Plant, and Entrepreneurship and Employability. Before the talk ended, Dr. Arcega reminded everyone about the Performance Parameters, Minimum Eligibility Requirements per Accreditation Level, Effectivity Period, General Process, Accreditation References that MCC must adhere to in order to nurture excellence and sustain its transformation through Quality Assurance.
