Abstract
The communication process has become sophisticated with the available platforms for individuals and organizations, solving superfluous calls with instant message responses. According to this study, the advancement of message exchange equates to more options in communication platforms' channels. With the use of various communication channels, the students and professors (employees) of Mabalacat City College (MCC) experience challenges such as inconsistency and unclear communication when exchanging dialogues. The professors and students, as well as Student Affairs and Support Services (SASS) at Mabalacat City College, needed a formal consultation platform. The study aims to create a dedicated consultation platform for Mabalacat City College, settling most of the critical challenges to proper communication between students and professors. In terms of methodology, the researchers used the modified waterfall model in the software development life cycle (SDLC), step by step in a sequential stage, inspiring the conceptual framework of the study by starting with scoping, planning, development, testing of the functionality, and finally, deployment. Within the results, the researchers developed Talakutnangan, a web system allowing a proper and formal consultation between students and consultors. Talakutnangan serves as a unified communication platform for Mabalacat City College, providing consultation services and information dissemination in the Talakutnangan forum. In conclusion, the Talakutnangan web system garnered high functionality, suitability, usability, and portability results. As recommendations for future researchers, the Talakutnangan web system requires a large and fast web server to access lacking features such as saving files and recording video consultations.
