MCC, Philippine Representative in the 2023 ASEAN High Speed Rail Management Cadre Training Program

13 November 2023 – Mabalacat City College (MCC) represented the Philippines in the 2023 ASEAN High-Speed Rail Management Cadre Training. The program intended to provide comprehensive technical training and promote exchange discussions to enhance understanding of technological advancements, talent requirements, and educational aspects within the railway industry.

The program welcomed eleven participants from six ASEAN countries—Cambodia, Laos, Myanmar, Thailand, Vietnam, and the Philippines—represented by MCC. During the opening ceremony, Kunming Railway Vocational and Technical College (KRVTC) President Li Ruilin expressed the institution's ambition to establish sustainable international cooperation in railway education through open dialogue and resource sharing.

Assistant Vice President for Workforce Development Engr. Joshua Ken Policarpio participated in the program on the college’s behalf. They had the privilege of visiting KRVTC's three railway training facilities, providing valuable insights into various aspects of railway systems, including Tracks and Guideways, Signaling and Communication, Power Supply, Traffic Management, and Train Driving for normal speed rail, high-speed rail, and subways.

Additionally, the training program aimed to facilitate communication on technical issues, encourage collaboration in teacher training for railway education, strengthen international ties between China and ASEAN countries along the railway corridor, and actively support the implementation of "the Belt and Road" initiative. General Manager of the Mechanical and Electrical Department at Myanmar Railways Aung Kyaw Naing highlighted the importance of cooperation and collaboration as essential steps for the development of railway transportation.

Subsequently, participants attended a lecture on China's National Conditions and Yunnan's Provincial Conditions by Zhu Rui from Yunnan University of Finance and Economics. They also visited the Post and Telecommunication training base at KRVTC's Yangfu campus, further enriching their understanding of the broader railway landscape.

Deputy Director of the Management Committee of Kunming Economic Development Zone Lin Zhigang viewed the training as a valuable opportunity to gain insights into the railway industry, not only in China but also on the international stage, with the potential to enhance global vocational education.

Mabalacat City College extends sincere gratitude to the Yunnan Provincial Department of Commerce and KRVTC for spearheading this valuable program, which significantly contributed to the advancement of the international railway industry. MCC also expresses deep appreciation to Beijing Phihua International Education Technology Co. Ltd. for their significant role in fostering ongoing collaborations with esteemed Chinese institutional partners.

This 5-day 2023 ASEAN High-Speed Rail Management Cadre Training Program was organized by the Yunnan Provincial Department of Commerce and hosted by KRVTC in collaboration with Beijing Phihua International Education Technology Co. Ltd and will be held until 17 November 2023.
